Yes. You can access telehealth without a Medicare card on Abby Health, but the consult is charged as a private fee rather than bulk billed. To book a consultation, see a clinician, get a prescription, or receive a medical certificate, our clinicians will need either a valid Medicare card for bulk billing or accept the private fee shown before booking.

What can I do on Abby without a Medicare card?

The following features do not require a Medicare card:

  • Browse the Help Centre and read clinically reviewed health information.
  • Use the in-app symptom check to understand whether you should see a clinician, wait and watch, or seek emergency care.
  • Create an Abby account to set up your profile in advance — see creating an Abby account.
  • Book a private consult, where the fee is shown clearly before you confirm.

For real-time advice that does not need a clinician, the government-run Healthdirect service offers a free 24/7 phone line on 1800 022 222.

Why does Medicare matter for a consult?

Medicare is the public funding scheme for general practice in Australia. Bulk billing means the clinician accepts the Medicare benefit as full payment, so there is no out-of-pocket cost for the patient. The eligibility rules for each appointment type are listed in the Medicare Benefits Schedule.

If you do not have a Medicare card, that funding pathway is not available — but Abby clinicians can still see you. The consult is then charged as a private fee, like a private GP visit. The price is shown before you confirm the booking, with no surprises.

How do I book a private consult on Abby?

The flow is the same as a bulk-billed appointment. The only difference is the billing screen at the end.

  1. Open the Abby Health app or visit abbyhealth.app.
  2. Choose Book an appointment.
  3. Select your concern.
  4. Choose either Scheduled or First Available.
  5. At checkout, the system will detect that no Medicare card is on file and present the private fee.
  6. Confirm and join the consult at your appointment time.

Many private medical certificates and routine consultations are completed in a single appointment. For complex care, your clinician may recommend follow-up.

Who is eligible for a Medicare card?

Australian citizens and most permanent residents are automatically eligible. New residents, certain visa holders, and visitors from countries with a Reciprocal Health Care Agreement may also qualify. Services Australia explains the criteria in detail at servicesaustralia.gov.au/medicare.

If you are eligible but do not currently hold a card, applying is free and is usually completed online via myGov. Once your card is active, add it to your Abby profile under account details and future consults can be bulk billed where the eligibility rules apply.

What about international students, visitors, and visa holders?

If you are an international student or temporary visitor without Medicare cover, your private health insurance may reimburse part of the consult — particularly if you hold Overseas Student Health Cover (OSHC) or Overseas Visitors Health Cover (OVHC). Check your policy or call your insurer with the consult invoice.

Patients on Reciprocal Health Care Agreements (UK, NZ, Ireland, Belgium, Italy, Finland, Sweden, Netherlands, Norway, Slovenia, Malta) can apply for a Reciprocal Medicare card via Services Australia. Once issued, it works the same way as a standard card.

Should I see a private GP if I do not have Medicare?

For many concerns — repeat scripts, simple infections, medical certificates, contraceptive advice, mental-health check-ins — a private telehealth consult on Abby is a calm, fast option. Our clinicians are AHPRA-registered, the same as for bulk-billed appointments. About 71% of Abby patients rebook with the same doctor, and that continuity is available whether your appointment is bulk billed or private. Abby Health internal data, Q1 2026.

If your symptoms are severe or worsening, call 000 or go to the nearest emergency department — telehealth is not the right place for emergencies. For more on the trade-offs, see telehealth vs in person — when to choose each.

How Abby can help

If you do not have a Medicare card right now, that does not mean you have to delay care. You can book a private consult at abbyhealth.app/services/general-practice and see a clinician the same day. If you are working through Medicare admin, our guide on an expired or invalid Medicare card will help. Abby appointments are bulk billed for eligible patients with a valid Medicare card.
