When a certificate is appropriate
A medical certificate is appropriate when, in the clinician's professional opinion, you are unfit for work, study, or another listed activity due to illness or injury. The certificate is a clinical statement. It requires the clinician to have actually consulted with you and to have formed a clinical opinion.
When a clinician will decline to issue one
An Abby clinician will not issue a certificate where:
- The consultation reveals you are not unfit. If the clinical assessment does not support the request, the certificate will not be issued. This is a professional obligation, not an Abby policy.
- You ask for a backdate to days you were not seen. AHPRA standards do not permit certificates that cover days the clinician did not assess.
- You request a longer period than is clinically appropriate. Periods are issued for the time the clinician considers reasonable. Extensions require fresh review.
- The request appears to misrepresent the situation. Clinicians have a professional duty to be honest in the documents they issue.
- The request is for an activity outside what a clinician can certify. Some specific certifications such as fitness to dive, fitness to fly with certain conditions, or complex workers compensation forms require specialised assessment.
What happens if a certificate is not issued
The clinician will explain their reasoning. They will discuss what else can help: a different type of certificate, a referral, a workplace conversation, or other practical options. The consultation itself is still useful, even if a certificate is not the outcome.
The Medicare rebate applies to the consultation regardless of the outcome. You are not charged extra for a clinician declining to issue a certificate.
